TEXT OF THE SPEECH given by Richard Childs QPM, BSC, Chief Constable of Lincolnshire Police and the ACPO Lead on the Private Security Industry, delivered to delegates at the Private Security Industry Act 2001: Raising Standards Through Regulation on 20 September 2001. Link to news article on Mr Childs' speech Constable calls for break-up of police "monopoly" Richard Childs: We live in very interesting times, as a famous philosopher once said. Interesting times in that the police service may well find that in a few months when it looks in the mirror the make over that police reform is, may turn out to be more of a demolition, redesign and rebuild than a dainty touch up with a tin of plum coloured emulsion. And this government interest, which for the record I personally welcome and hope will turn out to be radical and deep routed, says nothing of the impact that the regulation of the private se... BSIA chairman looks forward to greater cooperation
posted on 24/09/2001
DAVID COWDEN, CHAIRMAN OF the BSIA (and executive chairman designate as of April 2002), told an audience of security industry personnel that he hoped regulation would boost confidence in the private security industry and open doors to greater cooperation between police and the industry. He said that the incidence of criminality among staff in the security industry was lower than in the population of the UK as a whole, and made the point that self-regulation through such bodies as BSIA, NACOSS and ISI had been acknowledged to work. Nonetheless regulation would raise the profile and standing of the industry and lead to further public-private cooperation. Speaking at the Private Security Industry Act 2001 conference in London on Thursday (20 September 2001), Cowden talked about the impact that the Security Industry Act would have on raising the profile of the private security industry. He made the point that a number of sectors were excluded from the Act, including in-house manned... [more]
MP criticises Security Industry Act
posted on 20/09/2001
BRUCE GEORGE MP, STALWART of security industry regulation, has hit out at the Security Industry Act, describing it as an "emasculated" document which does not live up to the promise of the White Paper. Speaking at an industry conference in London today, George said he believed that the Better Regulation Taskforce was largely to blame, and hinted that he believes the Taskforce was influenced by figures within the security industry itself. Overall, he gave the Act a rating of three out of 10. During the passage of the Bill through Parliament he was amazed that the Government allowed virtually no amendments to the legislation. He said, "I have never been on a committee where amendments were not allowed." He said he was under pressure not to push for amendments to the Bill - on the grounds that it would jeopardise the passage of the Bill through Parliament ahead of the General Election. He revealed that at one point he was on the verge of pushing the amendments anyway but th... [more]
