In 2007, Latvia introduced an ePassports scheme in which 1.1million documents were issued containing digital passport photographs and these were subsequently updated to include fingerprint data.

Human Recognition Systems (HRS) has been awarded the contract for developing the business case for procurement and implementation of Biometric Data Processing System for the Ministry of the Interior of Latvia in partnership with Latvian IT specialist Datorzinibu Centrs.

The aim of the project – to be carried out over the next three months – is to develop an in-depth understanding of the “As Is” state of biometric projects in Latvia and analyse launch and roll out of large biometric identity projects globally.

The findings and recommendations will be used to facilitate development of the “To Be” state of the project. Subsequently this information will be used to draft a Request for Proposal for the implementation of the new project.

HRS was selected for the project based on its extensive experience of working with major organisations on large and complex biometric projects, including national identity schemes.

Amit Singh, business development consultant at HRS, said: “This is an important win for us, adding to our portfolio of work advising on large-scale biometric identity schemes. We look forward to working with the Ministry of the Interior of Latvia and we’re confident that our research will ensure that any biometric implementation policies are founded in robust intelligence.”
